Los Angeles County simply has not designed and built a sufficiently effective public transportation alternative for our community members to use. Nor have we planned our cities in ways that would ensure our existing public transit system’s optimal performance.
As a result, the congestion on our boulevards and our freeways has gone from severe to surreal. Words need not be wasted on this point. Everyone in every part of Southern California experiences it directly.

And, despite decades of progress, we still have the worst air quality in the nation and are at risk of seeing our progress reversed.
In addition, there is now a consensus in the scientific community that global warming is real, that it is largely a product of human activity, and that it threatens our communities, our economy and our ecosystems.

Each of these challenges dictate a shift, as quickly as we are able, from reliance on a fossil fuel and an automobile-based transportation system to increased reliance upon a system of clean, efficient public transit.
